Btw as you have known, foreigners are only allowed to purchase a private property (inclusive of resale EC that are at least 10 years old). Public housing are only meant for Singaporean and SPR. SPR household must fulfill SPR status of 3 years before they can purchase HDB. SPR household will be subject to 5% additional buyer's stamp duty on top of usual estimated 3% buyer's stamp duty. While foreigner will be subject to 15% ABSD on top of estimated 3% BSD. Thus as a foreigner, your initial outlay will be 20% downpayment (provided you can obtain 80% bank loan), estimated 3% BSD and 15% ABSD.
