There is no hard and fast rule. In general, most of the time we will work on the total bill divided by the total number of headcounts in the household. If tenant is only in during after office hours, perhaps you can calculate based on 60-70% usage based on the headcount?

It will be good to work out with your tenant on this aspect as I believe that decision reached should be mutually agreeable.
