Proximity Housing Grant only applies if you purchase another HDB flat near your parents or your children, or to stay together with them. Moving near to siblings, you're not eligible for this grant.

Proximity Housing Grant (PHG) is not applicable for living near siblings. However, you will be eligible for a grant of $30,000 if you get your parents to stay with you in the new flat that you purchased.

As for the financial calculation, you will need to settle the outstanding HDB or Bank loan and refund your CPF to your OA account (including the accrual interests) after the sale. The balance will be your cash proceeds. It will be advisable to do a calculation to determine how much cash you can get back after the sale and purchase before proceeding with the plan.
