If your timeline can stretch to 2016 and if you are eligible, will you consider Sea Horizon EC at the Downtown East (Pasir Ris) area? A 4Br unit (1,281SF) starts from $1.02mil, and a good number of units enjoy sea views. Otherwise, you might have to wait quite a while before a unit within your budget at NV Residences will be made available, given that sellers have holding power and do not have much pressure to sell for now. When is the latest time can wait to move into a development? If not, you can consider purchasing a new launch in that area. Cause as of now, you won't be able to purchase a 4 bedders in NV residences with our budget.

I am keen to know why are you considering NV Residences instead of other projects. I must say that with a budget of maximum $1.4m, it is still relatively remote that you will be able to secure a 4 bedrooms unit in the vicinity. You may wish to consider Elias Green instead since size of units there should be sufficient for you and the quantum price is likely within your range.
