Please do note that there is an additional buyer stamp duty of 10% for foreigner buying properties in Singapore.

As for the loan issue, it will be good to speak to a banker whom can give you a better advice.

You have to take note of the additional buyer's stamp duty (10%) that will be imposed on foreigners's property purchase on top of the usual 3% buyer stamp duty -$5400.
