Hi, would like to ask . if the tenant have paid booking fee for rental booking before moving in .. Let say the tenant plan to cancel and found other place that they like. would they be able to refund the booking fee?

No. They cannot get the refund as the landlord has reserved the unit for tenant, and miss out on other potential tenants in this period. Put in another context, can landlord accept another booking fee for a higher offer received and return the booking fee to the earlier tenant especially in situation where the move in date is perhaps 1 day before? usually booking deposit is paid together with advance rental.
