Bssed on your budget, you might want to consider new condos that have launched or launching in sengkang/punggol . For resale, its quite rare to find a 2 bedroom unit under that budget unless you may want to stretch your location preference to the suburban. Note that studio/1br resale apartment are already transacted from $600K..
Alternatively, you may also consider the option to upgrade to a larger flat.

Do you need to sell before buy? I am concern in how did you derive your budget for purchase as I have past clients who only realised that they have miscalculated their sums after selling their HDB and couldn't afford a private condo which end up purchasing another HDB.
