Assuming you are referring to purchasing a private property here in Singapore, the general requirement is that anyone above legal age of 21 can purchase a private property here as long as the income required to secure the mortgage loan is met and the borrower will need to be at least a co-owner of the property. Alternative, if the purchaser is below the age of 21, the parents can opt to purchase the property in trust under the child's name but the purchase is likely to be done with full cash.
