Hi,

For new EC, you have to stay for 5 years MOP before you can put up for resale to either SC or SPR. Its considered semi-privatized. You can sell to foreigners also after staying 10 years. By then it will be fully privatized.

For new DBSS, it is not private property but rather a category of "premium HDB", treated same as all other hdb flats and will not be privatized. In any case, DBSS scheme has been shelved already hence theres limited units to pursue.

Dear Sir/Mdm,

For DBSS, you can sell it in the open market after 5 years when the Minimum Occupation Period (MOP) ends.

For ECs, after 5 years you will be able to sell to Singaporean or SPR. Foreigners will only be able to purchase after 10 years when the project is fully privatized. Majority of the resale EC buyers are either Singaporean or SPR and therefore this is not much of an issue!

Good morning,

DBSS is a HDB initiated project where private developers are assigned to design and build them. Even after MOP, it will still be considered as HDB unit. Hence buyers and sellers need still need to observe related regulations and rules.
EC on the other hand will be semi-privatized after MOP. You can then sell it to SC or SPR buyers. Upon fulfilling 10 years, the project will be fully privatized. That's when you can sell it to foreigners.

DBSS is never and never will be private housing. It will always remain as public housing.

EC on the other hand will be semi-private after 5 years. You can sell to Citizens or PRs after you had served your MOP. EC will be fully privatized after 10 years, which makes it eligible for Foreigners to buy.
