As you did not indicate your gender and if you will be staying with your family, I presume your gender is female.
To buy an apartment there for self stay, you will need to be familar with that area and require huge courage if you plan for self stay especially if alone. It is advisable you survey the area a few times in the day & night before deciding if the environment fits you.
And the loan quantum is likely to be 60% or less of the purchase price which means you will need to have more cash in hand.
If you specifically looking at Geylang, you may look at Lorong 30 & above or apartments along the main road of Geylang.
And it will take at least 10 years before you will see a major change to Geylang area.
