If purchase was done in 2018, seller stamp duty is incurred. It is possible.

Yes, it is possible for you to sell your condo and purchase a resale HDB ( provided you have your PR status 3yrs or more ). But please bear in mind that you will be subjected to Seller's Stamp Duty when selling your condo as it was acquired in 2018.. Please feel free to contact me for further info.. Thanks

If both you and your spouse are PRs for more than 3 years, you will be eligible to purchase a HDB resale flat.

However, do take note that you will incur hefty SSD charges (8% or 12% depending on your purchase and sale date) should you sell off your condo which you had bought in 2018.
