Based on your situation, you can only purchase under non citizen spouse scheme.
In this scheme, only your spouse's income will be taken into consideration for the mortgage application and she will be eligible for singles grant of $15k. Income cannot exceed $12k.
If she meets the conditions of additional housing grant for singles, she will be eligible for it as well.

As for the downpayment, it depends whether which type of loan you guys are going for. If HDB loan, 10% downpayment can be fully paid by CPF while bank loan, you need to come out with at least 5% cash.
Btw if you are eligible for BTOs, you can enjoy these grants if you meet the conditions.
