Afternoon Yulia,

New EC are governed by HDB ruling and are meant from family, with higher income.
After their Minimum Occupation Period, they become semi-private, hence it works like a resale unit.
As for Mickey Mouse unit, they are released by private developer, hence they are not governed directly under HDB ruling. If you are keen on such unit, be it for own-stay or investment, do feel free to contact me for further assistance.
