Hi I would like to check what is the tenant's rights in these situation
1. The utilities bill is included in the rent per the TA, there is no terms on additional utilities charges. There was a period of 2 months (Jun & Jul 2021) where the landlord claimed there is a surge in electricity charges amounting to an x amount + and all tenants were asked to share the bill (around 100 each). The landlord refused to provide us with the bill to show the increase despite our numerous requests. The question is the landlord entitled to do so? as we did not work from home during that period and we do not have air-con in all our rooms, we are not able to know what causes the surge in the bill. In general are the tenants entitled to see the bill which show the increase?
2. Landlord is deducting a x amount for cleaning and damages (per TA) but is the tenant entitled to request for a receipt? (Since landlord claimed its for cleaning and sanitation)
3. The landlord also mentioned that the tenant is to replace the mattress to which the tenant has replaced a mattress (foam mattress) but the landlord mentioned that the original mattress is not a foam mattress. The landlord also requested the tenant to keep the old mattress and mentioned that any cleaning or replacement cost shall be borne by the tenant. The TA only mentioned to return the room in the condition as leased out and to provide a new mattress and not specification is spelt out for the type of mattress to replace. Does the tenant has the right to refuse to bear the cleaning or replacement cost?
4. The landlord is currently overseas, and the tenant has cleaned the room and send the landlord a video of the room condition, and the landlord emailed to say that the security deposit is to be withheld and if the landlord’s appointed property agent checked and found any damages and recommended an amount, this would be deducted from the security deposit, is that valid? Also, the TA mentioned that the security deposit is to be refunded within 5-7 days.
