You may start the search anytime now to shortlist some areas. Marketing for your current unit can begin 1-2 mths from MOP date, and OTP can only be issued after MOP date. As my DBSS would MOP on june 2017 too, i beliee we live in the same estate. I probably would be selling my home too, and as a resident agent, its easier for me to drop by your home and let you know your options and HDB procedures etc.
As to your question, unfortunately, you can only buy after your MOP date unless there's special exception given by HDB.

You will not be able to sign the OTP before your MOP ends. However, depending on your situation, I have helped my clients to appeal for a wavier of MOP successfully before.
It is good to start planning early in terms of your finances and most importantly on the time line. As you will be selling your DBSS and purchasing another unit at the same time, it is advisable to plan properly to avoid the need of a short term interim accommodation solution.

You can only sign the OTP for both buying and selling after your MOP. However, you can always start searching for your dream home and marketing your DBSS one to two before MOP.

However, you can start marketing your DBSS for sale about 1.5 to 2 months before your MOP. At the same time, you can also start your search for your next housing.
