I am unsure if you are aware that the valuation process of a Resale HDB for sale has changed, as the current process will require the prospective buyer to come to an agreement with seller on the final transacted price, before a valuation request can be put up if a housing loan and utilising of CPF monies is required for the purchase. Should valuation turn out to be lower than the agreed selling price, buyer will then be required to top up the difference using cash (COV in this instance), otherwise buyer can opt not to exercise the Option To Purchase and forfeit the Option Money (between $1 to $1000).
As such, what you as a seller will be more interested is actually the final transacted price over the valuation of property, and these data can actually be found easily from the HDB website. If I may know why are you looking to sell during a low period, perhaps I maybe able to give you better advise?
