Yes you can always DIY and rent your property on your own. But it seems you are completely unsure of the procedure. Are you willing to take the risks? Only licensed Real Estate agents with a subscription to Propertyguru can post ads here.

Yes. It's not a legal requirement to engage a property agent to rent your property. However you could not make use of propertyguru as an advert platform as propertyguru only accepts adverts from licensed agents with paid subscription. As you are aware, propertyguru captures the biggest share of potential buyers/tenants market in Singapore. Besides marketing issue, legal issues might arise if you are not aufait with the process. You need to be aware of the stamp duty requirements for renting out your house which is normally borne by tenants. In addition, it is your responsibility to ensure that your all your tenants holds a valid pass to enable them to rent a house on Singapore. As for HDB, there will be more restrictions as certain pass holders are not allowed to rent and you have to adhere to the ethnic/non citizen quota of your block. Failure to do so will lead to problems with the authorities. Besides regulation issues, failure to draw up a proper tenancy agreement might lead to legal issues with your tenant that might disadvantage you as a landlord. With most agents only charging half to one month rent for their services, it is for you to decide on whether it is worth the risk and hassle in handling the rental process all by yourself.
