1. Budget - Depends on your affordability, location & type of HDB (3/4/5 room flat). Currently a 3room flat is about $2000-2500.

2. How to search - You can search for one via all media like Internet, newspaper or through an agent. Would suggest that you engage the service of an agent where he/she can work with you closely & advise you with all the necessary rules & regulations in the market.
