Hi, I and my husband own EA in Jurong East St.21 and we had paid off housing loan few years ago. As we grow older, both are above 65years old, we are thinking to downgrade to 4RM flat nearby block because we love this place very much. What is the best timing and duration of selling current house and purchasing 4RM flat? And after sell the current one, I wonder whether it is possible to use only CPF money to pay off the entire amount of next 4RM flat. I would appreciate your input.

HI there, this is a very common situation and we have actually assist many client with similar situation downgrade successfully. there are actually a few factors to consider when deciding if its worth downgrading such as financially, how much will you be able to get back from this downgrading exercise? There is no best timing actually as we are both buying and selling at the same time. what's more important is if we are able to find a suitable unit to move to, timeline planning for the transition and also selling price for your current unit. Good morning YK,

Since you have fully paid off your EA, there will be substantial cash proceeds + CPF refund coming back after the sale to cover the purchase price of your next flat. As long as both of you have met the Full Retirement Sum (FRS) amounts individually, you can use the excess CPF funds on top of the FRS and utilize it for property. The FRS amount for your cohort should be $148k if you turned 55 years old in 2013, so any excess CPF funds above $296k (148k x 2), can be used for property as well. So it is most likely able to cover your next flat fully, if the sale price is a lot higher than your purchase price of your next 4-room flat.

It will be ideal to do the sale & purchase concurrently together, and look for the next house. I will try to secure extension from the buyer of your EA, so that you can use this extra time to do the transition and renovate the next place, so that you only need to move once. Thank you for your question. It is indeed a timely consideration for you and your husband in this case, given that size of an EA is huge and will probably take more effort to upkeep, if only the both of you are staying in the apartment. Given that most EA are also relatively mature, it will be timely to look into cashing out now than later should the price start depreciating.

The most tricky consideration here will be the CPF funds that maybe locked into your CPF RA after the sale of your current flat, therefore it will be important to find out how much funds have been used from CPF for your current flat including the accrued interest, as well as your existing funds available in your CPF RA, as both of you will need to meet your Full Retirement Sum in your CPF RA before being able to used the excess amount for your next property.

With more details on the above, we will then be able to work out how much CPF funds can be utilised for your next flat as well as what your estimated cash proceeds from the sale will be. Should there be a shortfall amount from your CPF to be used for your next property due to not meeting the FRS, you will need to write in to CPF to apply to retain part of your CPF refunds for your next purchase and see what the reply is before you make the next move.

Hi YK,

1) Downgrading from an EA to a 4-rm flat is highly possible to use only the refund CPF from the sales to pay off the 4-rm flat.
2) The above is true when the remaining leases of the flats are within the same decade or not so far off.
3) A brand new MOP 4-rm flat might call for above $7/800k whereas the newest EAs were built in the mid-90s. So the remaining leases are at least 20 years apart.
4) Since you are selling and buying at the same time, you need the funds from the sale to pay off the purchase. It is important that your purchase completion must be at least 2 weeks later than the sale.
5) The main reason is the withdrawal of funds from the CPF officially stated they need 14 working days to complete the process.
6) Alternatively, you may utilize the ECF (Enhanced Contra Facility) to submit both selling and purchase OTP together. So that the completion of both can be on the same day.
7) If you and your partner CPF did not meet the FRS, it is important that you write to the CPF to seek approval to utilize the refund CPF for the purchase before starting any selling or purchase process.
8) Current selling and purchase of HDB flats are reaching a balance, thus it is not a seller nor a buyer's market. A reasonable market asking rate will facilitate the selling process. An estimation of 3 months to seek a genuine buyer is possible.
