Assuming the seller does not intend to honour the executed OTP either expressively or implicitly so, HDB resale department, acting as the faciliator of the deal will suspend or terminate the deal.

You will then be advised to proceed with legal proceedings through private lawyers to recover any monies already paid or for specific performance.

You may wish to speak to your agent representing you in this transaction for further advice as he or she would know much more about the case and perhaps even why the seller may not wish to turn up. It is always better to work out an amicable arrangement and not resort to legal proceedings as such an action takes time and resources. Assuming that the application have being sumbitted and either parties did not turn up for the HDB first appointment, the HDB officer will recommend an alternative date. It's the salesperson's, buyer's and seller's duty to communicate with each other on the status and situation. The following actions can take place:

1) All parties agree to void the transaction, without claims from either parties. Written agreement have to be sent to HDB.
2) All parties agree to void the transaction, claim the default parties for loses and addition cost incurred.
3) No agreement can be sought hence specific performance would to be issued to the default parties. This would be a draggy case though the outcome is quite straight forward.
