There are no limitations on cats in private rental properties in Singapore. However, this is subject to landlord's comfort levels to having domestic pets in the premises. Ultimately, it stems from their worry of wear and tear and that can be overcome with contracts, clearly stating the obligations of each party in the agreement.

$3500 to $5000 can definitely get you a unit in town, depending on how many rooms you require, the level of furnishing, the age of the property, facilities and perhaps last but not least the condition of the unit.
