Yes correct . ABSD 5% if your SPR wife name solely buy private property after hdb de-coupling .

Yes correct . your wife need not set aside cpf munimum sum after hdb de-coupling ( subject to her age ) , if buy private property solely under her name .

Your name ( husband ) cannot be involved in the private property as far as cpf $$ or bank loan TDSR or ABSD is concerned , unless willing to pay 2nd property ABSD .

If your HDB have met MOP 5 years, then you can decouple.
In order to save on ABSD, private property has to be under your wife's name only. As long as your name is in, it will be considered as 2nd property tax rate and need to pay 3+7% ABSD.
Yes, your wife use all her CPF to pay.
