Hi, i am a PR and my wife is an employment pass holder, will we be charged the additional foreigner stamp duty if we buy a new launch condo?

Yes, but It's depends on the developer, some will give discount to reimburse the stamp duty while some dont. It will be best to call up the sales team of that new launch to check out.
