Sorry to hear about the situation, I hope you and family are managing well. I believe there is a valid case for appeal based on her personal health situation and also the need for financial prudence and to secure the retirement. If there is a need to relocate near her medical institution or your son's potential school, these are potential reasons we can cite in the appeal. In order to downside to a HDB, both you and wife will need to be above the age of 55 years old to be eligible. However due to your wife's situation, it will be possible to appeal for a special waiver to allow you to purchase a HDB immediately after the condo sale.
