Hi guys, i have seen some ad saying the below chinese not eligible/PR ok

May i know, if the PR is chinese, the PR can buy? but not a local singaporean who is chinese??

Been trying to find a 4 room at bishan, however, 80 to 90% are always chinese ratio filled.
