In my opinion, it will be good to start looking now as the uptrend may just have started as buyers are resigned to the fact that cooling measures are here to stay.

It is a buyer's market now and sellers are more willing to negotiate on the price. However, once the uptrend is confirm, some sellers may raise their expectations again.

I usually do not advise my clients to time the market because we do not know if there will be any introduction of measures or removal of measures to the real estate market. Either way, it is going to affect the buyers most, since government has not dictated the maximum price sellers can sell in the resale market but can only take action against buyers in terms of mortgage restrictions as well as stamp duties.
