Hi Gurus, I'm currently living in a 4RM HDB and looking to upgrade to a new launch EC. Is it correct to say that I can purchase the EC first while staying in my current HDB till the EC's TOP without paying ABSD? If so, then:
1) When is the latest that I should sell my HDB?
2) In my case, am I automatically under the Deferred Payment Scheme?
3) How much is my EC downpayment in this case (e.g. for $1.1mil EC)?

Hi;

Yes, you dont have to sell your current place until the new EC TOP and no ABSD is applicable even though you havent sell yet as you will need to sign an Undertaking letter to say that you will sell your HDB when you collect keys to the EC. You can choose to take Normal Progressive Payment or Deferred Payment, pretty much depending on your finances. For this one, will need to do an in-depth calculation for you first before i can advise. The downpayment for $1.1M is $303,600 ( includes Stamp Duty ) for Normal Progressive Payment and $248,600 ( includes Stamp Duty) for Deferred Payment .. I am very well versed with EC eligibility as well as the financial calculation and i have newly released units available at Rivercove ( just TOP), ready to move in ! Good afternoon!

Yes you do not have to sell your HDB now and will be given 6 months upon EC key collection to sell your HDB. There will be no ABSD payable as when you purchase an EC, you have to sign an undertaking letter that you will sell your HDB upon key collection to your EC.

There are 2 payment schemes - normal and deferred payment scheme, so it depends on which is preferable to you.

For a $1.1M EC, the downpayment + stamp duty is $303,600 for the Normal Payment Scheme and $248,600 for the Deferred Payment Scheme.

If you are looking for an EC which is already completed, I have 8 units for Sale at Rivercove Residences in Sengkang. The info has just been released today. We have 3 and 4 bedroom units available, and the balloting day is on 8th February. If you are keen, please contact me asap on it. As it has already TOP, key collection will be quite fast so you will be able to move into the EC within the next few months.

Hi,

As long as your MOP of 5 years are met, and all other EC eligibility conditions fulfilled, yes you are eligible to purchase the new launch EC. No ABSD is applicable.

If you do not need the sale proceeds from hdb for down payment of the new EC, you can wait until close to TOP of EC before selling. The regulation is you need to sell the HDB within 6 months of key collection to new EC.

Oh for Deferred Payment Scheme, it is not automatically opted in. DPS also is usually 3% approx higher price than Normal Payment Scheme, as majority of payments can be deferred till TOP date. Resale levy may also apply if you have taken subsidy for current HDB before.

For $1.1mil new EC, under Normal Payment Scheme,
the downpayment is 25% and stamp duties approx 3%. Total approx $305k, of which $55k must be in cash.

You will be able to continue staying in your HDB till the EC is ready if you opt for the Deferred Payment Scheme. However, do note that the purchase price under Deferred Payment Scheme will be 3% higher.

If you choose the Deferred Payment Scheme, then we will usually time the sale of the HDB together with the TOP of the EC so that you will not need an interim place to stay and will be able to transit smoothly from HDB to your new EC. If you were to choose the Deferred Payment, then the down payment will be 20% + Stamp Duty which adds up to be about $248,600.

As to which is a better option, you may want to run through a detailed analysis on your current financial position before making a decision. Please feel free to contact me so that I can understand your situation, run through the figures with you before you make a decision.
