Should the strata void counted as part of the built in space in a penthouse unit?

For e.g. if the floorplan show the built in (incl roof terrace)of 1000sqft and the strata void is 200sqft, can a seller/ agent market the property as 1200 sqft? Pls advise. Thanks.
