As long as there is a SC in the formula, you are allowed to buy 2nd private property upon completion of MOP.
Even if you are only listed as occupier in your HDB flat. You are NOT allowed to purchase private property within MOP.
You will need to pay ABSD of 5% for 1st property.
However, if both of you are listed as owner for current HDB flat, then there is a difference in terms of cost.
Using your husband name in 2nd property needs to pay 7% ABSD.
Using your name in 2nd property needs to pay 10% ABSD.
