1) You should always do an upgrade if it is within your financial means as in the long run, property prices in Singapore will appreciate due to inflation, population growth and our limited land space.
2) It is wise to upgrade from a HDB to a EC as you will be able to upsize to a better property type while cashing out some of the sales proceed from current HDB to be used in other forms of investments ie stocks or bonds.
3) EC is a hybrid type of property catering to citizens who are eligible. They are priced at 20-30% lower as compared to private condos. However, they are also essentially private condos after 10 years when it fully privatised. ST carried a very good coverage on owning and investing on EC on 20th Mar 2016. I can sent you the article for you to take a look.
4) I have assisted my clients who upgrade from HDB to ECs and are now sitting on paper profits when their EC TOP.
