4 rooms and above HDB can rent out maximum 2 of the bedrooms and per house if lease out in total maximum 6 pax head count to stay (included owner + tenants). So you may rent out each bedroom to 1 pax.

Yes. Under HDB regulations. the maximum occupancy for 4 room unit is 6 pax. That means you are allowed to take in 2 more pax as tenants. Form room rental, the maximum number of rooms that can be rented out for a 4 room flat is 2. That means you can rent out 2 bedrooms and accept 2 tenants. It is highly advisable to engage an agent on this to avoid running afoul with the law as HDB has few regulations on renting out procedures including profiles of tenant that you may rent out to. In addition, tenancy agreement has to be prepared as clear and detailed as possible to avoid any disputes with tenants. All this will be settled by an agent at a very minimum fee.
