Based on today's ruling, you will still be required to fulfill the MOP even if you opt to pay by cash. Hence you will need to either appeal to rent out the entire unit, subjected to approval or rent out your available room while still staying in it.

Whether you used a bank loan or CPF to buy your resale HDB does not affect your ability to rent it out.

MOP (Minimum Occupation Period) still applies, you can only rent out your flat after 5 or 10 years from key collection (for resale flats).

After MOP, you can rent out the whole flat. Renting rooms separately is allowed only if HDB’s guidelines permit for your flat type.
