Hi, for resale EC, a PR can buy anytime and do not need to form any nucleus. But pls do take note of the additional stamp duty.

A resale EC is considered as a private property. As a SPR, you are eligible to purchase such a unit once the original owner fulfilled the 5-year MOP requirements.
