As what my good friend Robbie has indicated, if there is a clause within the tenancy agreement which allows for landlord to do so, then it will be under the tenant(s)' obligation to fulfil whatever is stated in the the Tenancy Agreement.
Do check out the Tenancy Agreement and seek assistance via the professional channel if required.
