For a HDB rental contract say 12 month contract, there is usually an Option to Renew clause that tenant may write to owner no less than 2 months before the contract end date to renew the contract for say another year. This is understandable.

However, if the tenant (or the owner) does not want to renew the contract, is it lawful for the tenant (or the owner) to keep silent and move out of the premise by the end of the contract period? Or should the tenant (or the owner) give other parth two months (or one month, or any reasonable time) notifying the other party the intention of not renewing the contract.

Hi, not really. During the last 2 months before the lease end, the landlord agent will be contacting the tenant to ask whether would the tenant wants to carry on a new lease or he would like to move out. If tenant would be moving out, then the landlord agent will then begin to advertise and to start the viewing process.
