There are too many variant conditions to do comparison other than locations in terms of east and west.
Tenure of project, age of project, entry price, recent transacted price, as well as intangible factors. You give me a big house at 70% discount to buy in the west versus a smaller unit at 20% discount in the east, I am likely going to choose east because my lifestyle is mainly based in the east.
If you are only purely talking about dollars and cents, I suppose the best bet is to locate a property that is way below value and commit to it, without even considering the location, conditions and etc.
