Does stamp duty apply on a buying or selling a property before its TOP is obtained?

Dear s,
Buyer's stamp duty applies for all purchases, but you will need to find out if Additional Buyer's Stamp Duty is applicable. As for Seller's Stamp Duty, it is usually applicable for projects under construction or before TOP since the introduction of Seller's Stamp Duty was introduced sometime back and is applicable if property is sold within a period of 3 or 4 years depending on when the purchase was made.
