Does a tenant or landlord replace lightbulbs & other expandable items?

The landlord's responsibility concerns structural matters and big ticket items in the house Eg. appliances. The Tenant is responsible for minor repairs and replacements and that includes light bulbs, which are considered expendable items. Both Landlord and Tenant are to be guided by the "minor repair" clause and clause under the Landlord's duties in the Agreement.Rationalizing the problem by the 2 parties also helps to pinpoint whose responsibility it is.
