Hi, nope you do not need to have an account from Singapore in order to rent a unit here.

But most landlord would prefer that tenant sign up GIRO auto monthly payment for the rent.
You can of course make such Auto payment with your home country bank . Read More

Having a Singapore bank account is not a prerequisite to rent an apartment in Singapore, however, the type of visa you are holding will be very much affecting the landlord's decision in whether to rent the apartment to you or not.
