Yes, you are eligible for the PHG.
1) You and your son will be required to sign an undertaking that both of you are going to stay within 4km to each other or same in the same estate for the next 5 years (MOP).
2) Thus as long as within these 5 years, no matter how many time your son shifts, he will still stay within a 4 km radius from you.
3) If he violates this 4km radius rule, your PNG will be clawback with accrued interest. So far, this is the only penalty aware.
