Hi

Your parents can rent out the whole unit if they are citizens and have met the MOP. "Lock 1 room" are practiced by those owners who have not met the MOP, yet pretend to be staying in the flat, which is not allowed nowadays. You can contact me for more information on HDB rental.

Hi, no locking of room is allow if owner is renting out the whole unit. Of course with HDB approval. Engage an agent to assist you to market the unit for rent.
I will work with owner to work on their requirement and share the marketing value and strategy. Update on the marketing status bi weekly will be part of the communication. Hope can assist your parents.

If your parents are Singapore Citizens and have already fulfilled the Minimum Occupation Period, they should be eligible to sublet their whole HDB unit with approval, from the link below. Note that PRs are not allowed to sublet their HDB flat.
