You can use supporting documents like banquet contract etc but it will still be best to align your signing of ROM cert with the completion date.

Good afternoon,

When you can produce the ROM registration date to the HDB officer, they will be able to grant you the grace period for the ROM certificate. However, you will then be required to produce it within short time frame after the indicated date.
