Yes, a tenant is required to do so for the purpose of due diligence.

A tenant may ask the owner to provide proof of property ownership such as via HDB's information page. This is usually handled by the landlord's agent. Some landlords may not want to provide their details as they prefer not to liaise directly with tenants.

A tenant may also get the ownership details by logging into INLIS's website here: https://app1.sla.gov.sg/inlis/#/POI
