Yes — Singapore Permanent Residents (PRs) can buy property in Singapore, but the rules depend on the type of property.
PRs CAN buy:
1. Private condominiums
2. Executive Condominiums (ECs) that are fully privatized (after 10 years)
3. Landed property only with special approval (very rare)
HDB rules for PRs
1. A single PR: Cannot buy a resale HDB alone
2. Two PRs:
Can buy a resale HDB together under the PR Family Scheme,
but both PRs must have held PR status for at least 3 years.
PR + Singapore Citizen:Can buy resale HDB immediately under the Public Scheme.
PRs CANNOT:
1. Buy BTO flats directly (unless part of eligible citizen family nucleus)
2. Buy new ECs directly from developer unless applying with a Singapore Citizen spouse/family member.
Additional costs for PRs: 5% ABSD (Additional Buyer Stamp Duty)
