Hi,

There are no violation of law if there are mutual agreement between your tenant & yourself. This is known as Tenancy At Will.

However, there are things to observe:
(1) there are max number of occupants permitted to stay within a unit/flat type.
(2) Utility will increase during the stay, it is best both of you have mutual understanding to sort this out.
