Dear Mr Hidayat,

I believe under current market situations, no sellers would want to sell with 0 COV when they have decided to put up their unit for sale in the market, however, if you have engaged the correct salesperson to assist you in the purchase, he/she maybe able to get you a unit with zero or low COV probably.
