Can I exercise diplomatic clause if i have resigned from my current job in singapore and going back to my home country to join another company ? If yes what documents do i need to show to support this ?

Diplomatic clause comes in when the situation is not within your control. However, tendering from your current employment is a choice.

It really depends on how the diplomatic clause is being drafted for your tenancy agreement. Technically speaking, your situation does not apply in many tenancy agreements templates in our industry, perhaps if this is the case, have a discussion with your landlord to see if any solution can be derived, for example continuing to pay for the rent until the next tenants takeover the residence.
