Afternoon Penny,

Firstly, you must fulfill the MOP requirement for HDB unit.
Secondly, you must be SC owner so that you can purchase your second property withou the need to sell it off.
Lastly, attain HDB approval to rent out your unit after you have purchased your condo and have vacated the HDB.
