You are eligible to purchase a resale HDB under single singapore citizen scheme as long as you are a Singaporean and at least 35 years old.

I will suggest you to apply for HLE or IPA first to find out how much loan can you obtain cause your salary might not be sufficient. If loan quantum is not enough, then you will have to come out with more cash and CPF.

Resale levy is not payable if you are going for a resale flat.
