Based on the latest COV ruling, does it mean i dont need to fork out cash at all? Do we need to get valuation report done before price neg or after? If valuation is lower than selling price, means i have to pay the seller the balance in cash? If its vice versa, seller would have to cash in?

Cash is still applicable in any purchase, however COVs has become a maybe. You are right that should valuation come in under the agreed selling price, the difference in amount will need to be paid in cash (COV in this case). Should the valuation comes above the agreed selling price, the agreed selling price will remain and seller will be unable to do anything about this scenario should buyer decides to proceed and exercise the Option To Purchase within the 21 days stipulated cooling period.
